On April 17, 2017, the Tree Expert and Tree Care Operators Licensing Law’s rules were adopted and promulgated on the New Jersey Register. This rule adoption permits the New Jersey Board of Tree Experts to fully implement the Tree Experts and Tree Care Operators Licensing Act to reduce the number of fatalities and injuries in the tree care profession, and promote proper industry and tree care practices and standards while providing consumer protection against unscrupulous tree care practices
Because tree pruning and removal is dangerous work, tree work should be done only by those trained and equipped to work safely in trees.
A Licensed Tree Care Operator (LTCO) is a person who has been examined or who has the required experience to be able to acquire the license and are competent in the knowledge and experience of tree pruning, repairing, brush cutting or removal, tree removal, and stump grinding or removal all with safety in mind. These professionals demonstrate high ethical and moral standards in the practice of tree care and are licensed by the New Jersey Board of Tree Experts. Licensed Tree Care Operators must obtain continuing educational credits over their licensing period, thereby insuring LTCOs are up-to-date on new information, skills and techniques in the tree care profession. Services offered by Licensed Tree Care Operator include:
•Tree Maintenance (Pruning and Repairing)
•Tree Removals, Brush Cutting or Removal
•Stump Grinding or Removal
A Licensed Tree Expert (LTE) is a person who has been examined and proven to be competent in the science and art of diagnosing, treating and preventing tree injuries. These professionals demonstrate high ethical and moral standards in the practice of tree care and are licensed by the New Jersey Board of Tree Experts. LTEs produce correct, long-term management techniques required in the science of tree care. Licensed Tree Experts must obtain continuing educational credits over their licensing period, thereby insuring LTEs are up-to-date on new information, skills and techniques in the tree care profession. The Licensed Tree Expert (LTE) will be able to offer all the services of the Licensed Tree Care Operator PLUS:
•Cabling and bracing
•Diagnosis and treatment of tree problems or diseases
•Tree management during site planning and development
Tree care companies have 60 days from the ruling, or until June 16, to register their business and then have 360 days (until April 12, 2018) or four exam periods, whichever is later, to have at least one licensed individual working full time in the company. Companies must also provide the Board of Tree Experts with documented proof that they have administered proper safety training to their crews, maintain a minimum amount of insurance and worker’s compensation. The New Jersey Board of Tree Experts will maintain an on-line directory of Licensed Tree Experts, Licensed Tree Care Operators, and Tree Care Businesses, giving the public and the consumer greater confidence in selecting qualified and professional individuals and companies for their tree care needs.
